As of 8 years ago they all seemed to be very low skilled. Like they might know how to help you find some arcane capability in Delta View or the depo software, but little effort or though went into actually important IT questions like why is the document management system so thoroughly shitty and while weíre on the subject isnít it a huge security risk? I always assumed this was dumb boomer partners being stingy about a non-billable cost and/or intentionally leaving their IT shitty to make everything take longer and inflate billables.

That's what I figured. No skilled IT professional that I know would even consider working some cost center job at a law firm for what I assume is relatively low pay. The contrast between dick waving biglolyers and bottom of the barrel computer technicians must be comical.

If I recall correctly, third party develops and maintains wesbite.

Banks mandate that law firms set up particular software and meet particular standards. Usually it's COTS packages that have been customized a bit, sometimes its local implementations of internal bank software like firms will be given access to loan servicing systems after they set up the right terminals and encryption and other security shit I don't understand. But I've never seen a law firm have wholly inhouse software they built themselves. Some firms have custom implementations of Intralinks which is a data vault service and those can be fairly custom and the front end can look radically different between firms but it's still basically a COTS product with a custom front end.
